WESTFIELD — At-large Councilor Dave Flaherty brought a zoning ordinance amendment to the Planning Board on July 19 that would allow the creation of buildable “flag lots” in certain situations by special permit of the Planning Board. The zoning amendment has been with the City Council, which asked for the Planning Board’s opinion.

This was the second attempt in recent years to adopt the amendment, after failing to gain consensus in 2019. Flag lots are parcels with enough acreage, but not enough road frontage, to subdivide into separate buildable lots. They are sometimes referred to as estate lots.
